He had called the whole department into the conference room to tell us that management was terribly displeased with the department, and it needed a whole new mission.&nbsp; All projects must cease immediately, regardless of how close to completion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cold start project was completed, though.\u00a0 The blue cover report was ready to be printed.\u00a0 The report could have been distributed, literally, the next day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morale hit an even lower low.&nbsp; Months of dedicated work by talented\nresearchers across our department were being trashed.&nbsp; Personally, I was doing some boring\nshort-term assigned projects, and none of them held any career value for me, so\nI was fine with the announcement.&nbsp;\nAnyway, I had been pushing for projects more relevant to GM\u2019s products\nfor over a year, and any new direction of the department would likely align\nwith my interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Later that day Tobin and I went to Rothery to ask about the\ndisposition of the cold start report.&nbsp;\nLater, Rothery got back to us, saying Spreitzer didn\u2019t want the report\nprinted.&nbsp; We were stunned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report\u2019s final number was actually a range: &nbsp;13% to 17% of all automobile fuel\nconsumption.&nbsp; Most of this approximately 15%\nwas technically recoverable.&nbsp; That\u2019s a\nlot of barrels of wasted imported oil in the middle of an energy crisis.&nbsp; We desperately needed to publish these numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tobin and I decided to go directly to Spreitzer.&nbsp; We expected him to want to delay the report\nuntil he could get his reorganization plan underway, but we were not expecting\nhim to say, \u201cburn the report and all your drafts,\u201d which he did say.&nbsp; Our reaction was that this was insane, and\nthat Spreitzer was reacting out of malice rather than self interest.&nbsp; We naively thought we could convince him with\nreason and logic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After carefully planning our arguments we went back to\nSpreitzer.&nbsp; He heard none of what we had\nto say.&nbsp; He told us the report was\ntechnically flawed, per some information relayed to him from Leonard\nEvans.&nbsp; He told us the concept was of no\ninterest to GM, and if it was of interest it would have already been done,\nprobably better a long time ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, Leonard Evans is a well-known and highly controversial\nfigure in automobile safety studies.&nbsp;\nBack then he worked in a neighboring department in GM, Traffic Science,\nrecently merged into ours.&nbsp; He knew\nRothery well.&nbsp; Evans had a theory of\ncold-start fuel consumption he would share with anyone.&nbsp; That his theory did not seem to agree at all\nwith Engineering Staff\u2019s well-regarded work on the subject did not discourage\nhim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Running for cover, Rothery disavowed any knowledge of the\norigins of the cold-start study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We all were aware of Tobin\u2019s and my appeal options.&nbsp; An appeal up the chain of command would\nlikely fail, since Spreitzer\u2019s boss was a career naval officer, not a\ntransportation expert; getting his support would be almost impossible.&nbsp; However, Spreitzer\u2019s status in GM was\ntenuous, so Spreitzer might be motivated to head off any appeal we might want\nto make.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I went back to Spreitzer with a proposal.&nbsp; Let me talk to people within GM but outside\nof the Research Labs to see if (a) the research is novel and (b) there is any\ninterest in it.&nbsp; I told him I would drop\nthe matter if there was little interest.&nbsp;\nSpreitzer agreed.&nbsp; He was\nconvinced I would return humiliated, and his problem would be solved.&nbsp; I did not bother to clear my contacts with\nSpreitzer, as would normally be done.&nbsp; I\nwas putting all my eggs in this one frayed basket. &nbsp;I was running full steam on emotion and\nadrenaline.&nbsp; Fear and righteousness were\nmy constant companions.&nbsp; The situation had\ngotten totally out of hand, and I was giving no thought to where any of this\nwould lead.&nbsp; If I lost the battle my\nfuture at GM would be over;
