{"id":532,"date":"2019-10-13T17:40:15","date_gmt":"2019-10-13T17:40:15","guid":{"rendered":"http:\/\/ajhassoc.com\/?p=532"},"modified":"2019-10-31T18:21:21","modified_gmt":"2019-10-31T18:21:21","slug":"cold-start-fuel-consumption-a-case-study-in-research-ethics-part-5","status":"publish","type":"post","link":"https:\/\/ajhassoc.com\/index.php\/2019\/10\/13\/cold-start-fuel-consumption-a-case-study-in-research-ethics-part-5\/","title":{"rendered":"Cold Start Fuel Consumption:  A Case Study in Research Ethics, Part 5"},"content":{"rendered":"<div class=\"entry\">\n\n\n<p class=\"wp-block-paragraph\">At first the VP for Engineering just requested to see the\ncold start report.&nbsp; Spreitzer stonewalled.&nbsp; There was no such report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next the VP for Engineering told the VP for Research that he\nknew the report existed.&nbsp; Spreitzer\u2019s\nstory changed.&nbsp; There was a report, but\nit was in rough draft form and needed a lot of editing and verifying.&nbsp; It had technical flaws.&nbsp; It was embarrassing. &nbsp;It could not be released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then things seemingly stalled for a while.&nbsp; Nobody asked Tobin or me to do anything with\nrespect to the report because there was nothing to do.&nbsp; The report was written, checked, edited, and\nready for printing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, the VP for Research weighed in.&nbsp; Spreitzer must deliver the report in whatever\nform it existed to Engineering Staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon events sped up.&nbsp; Engineering Staff insisted the report be immediately printed in blue cover format and circulated throughout GM.&nbsp; And Engineering Staff insisted the report be immediately released for public consumption.&nbsp; That months-long approval process I alluded to earlier would be compressed to just three days, an unheard-of timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cold start study would solve a big problem for GM completely\nunanticipated by Tobin and me.&nbsp; Forget\nall those wonderful things the cold start study would do for the world.&nbsp; GM needed to get Congress off its back for\nperceived issues with the EPA fuel economy tests.&nbsp; The federal government was hearing complaints\nfrom customers saying they could not get the fuel economies posted on those\nwindow stickers.&nbsp; Who was at fault, GM or\nthe tests?&nbsp; The EPA tests were conducted\nwith fully warmed cars on a dynamometer.&nbsp;\nBecause the tires contacted rotating drums, rather than flat pavement,\nthose tires were over-inflated.&nbsp; Our roughly\n15% explained the discrepancy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tobin and I published the results in a minor SAE\njournal.&nbsp; We would have loved to have\npublished the results more prominently, but the highly compressed timetable did\nnot permit it.&nbsp; We refocused our\nattention on survival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spreitzer\u2019s fragile situation became even more fragile.&nbsp; When given the opportunity to show GM how relevant his department could be, he instead buried his most relevant research and demonstrated pettiness and grudges.&nbsp; We could not speak to one another until the day I walked out the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although my prospects at GM should have been bright, they couldn\u2019t have been much worse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/ajhassoc.com\/index.php\/2019\/10\/13\/cold-start-fuel-consumption-a-case-study-in-research-ethics-part-6\/\">See Part 6 here.<\/a> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Alan Horowitz,\nWhitefish Bay, October 13, 2019.<\/em><\/p>\n\n\n<\/div>","protected":false},"excerpt":{"rendered":"<p>At first the VP for Engineering just requested to see the cold start report.&nbsp; Spreitzer stonewalled.&nbsp; There was no such report.
